The invention discloses a traffic management and control method for a low-emission urban area. The method comprises the following steps: step 1, estimating the pollutant concentration of an area; step2, charging and pricing a high-pollution area; step 3, calculating the emission reduction benefit of regional motor vehicles; and step 4, checking the toll of vehicles passing through the area according to an optimal management and control rate obtained in the step 3. The invention further comprises a system for implementing the method. The system comprises a high-definition intelligent toll gatedevice and a roadside fixed monitoring station which are arranged at an urban road intersection; the high-definition intelligent toll gate device, the roadside fixed monitoring station and a cloud server realize real-time data transmission, and the cloud server is provided with a typical road traffic flow analysis module, a regional pollutant concentration estimation module, a charging pricing module for different vehicle types and a regional motor vehicle emission reduction benefit calculation module; and a cloud system outputs an optimal management and control rate f to charging equipment at the urban intersection to implement charging. Targeted motor vehicle management and control measures are implemented for a mobile source heavily-polluted area, so that the road environment pressureis relieved.

    一种低排放城市区域的交通管控方法,包括:步骤1.估算区域污染物浓度;步骤2.高污染区域的收费定价;步骤3.区域机动车减排效益计算;步骤4.按照步骤3得出的最优管控费率对通过该区域的车辆核收通行费。本发明还包括实施上述发明方法的系统,包括设置在城市道路交叉口的高清智能卡口设备、路边固定监测站,高清智能卡口设备、路边固定监测站与云端服务器实现实时数据传输,云端服务器设置有典型道路交通流分析模块、区域污染物浓度估算模块、不同车型的收费定价模块、区域机动车减排效益计算模块;云端系统将最优管控费率f输出到城市交叉口的收费设备,实施收费。本发明针对移动源重污染区域,实施针对性机动车管控措施,缓解道路环境压力。
