A heater apparatus is provided with a heat generating layer (220) having a heat generation unit (22) that generates heat through the passage of electric current; a pair of electrodes (24a, 24b) mutually separated and disposed on one surface side of the heat generating layer; a detection unit (30) that forms an electric field between the pair of electrodes and detects an object in the surroundingsof the pair of electrodes; and a control unit (40) that controls the amount of electric current passing to the heat generation unit in accordance with the detection result of the detection unit.
