The invention relates to a lifting device and a lifter. The lifting device comprises a bearing device (10), a lifting mechanism and a detecting device (40). The bearing device (10) is used for bearinga lifted object. The lifting mechanism comprises a lifting body (20) and a lifting piece (30). The lifting piece (30) is installed on the lifting body (20). The bearing device (10) is connected withthe lifting piece (30) and can move relative to the lifting piece (30) in the vertical direction. The lifting body (20) is used for driving the lifting piece (30) to drive the bearing device (10) to ascend and descend in the vertical direction. The detection device (40) is installed on the bearing device (10). The detection device (40) is used for detecting whether the lifting piece (30) and the bearing device (10) generate relative motion or not. The lifter comprises the lifting device. The lifting device can effectively detect whether the bearing device bears impact of external force or not,and therefore the damage to the lifting mechanism and the bearing device is lowered.
