The invention relates to a pedal telescopic device and a vehicle, and aims to solve the technical problem that the appearance and trafficability of the vehicle are influenced by the mounting mode of apedal in related technologies. The pedal telescopic device comprises: pedals arranged from top to bottom; electric telescopic rods arranged on the two sides of the pedals and connected to the side portions of the pedals; and a telescopic rod, wherein the two ends of the telescopic rod are connected to the pedals on the uppermost layer and a driving device arranged on the vehicle correspondingly.The driving device is used for driving the telescopic rod to execute telescopic operation.
