The present invention addresses the problem of providing: a rubber composition for a nail-free anti-skid tire, which is capable of improving on-ice performance; and a nail-free anti-skid tire which uses the rubber composition. The tread rubber composition for a nail-free anti-skid tire is characterized by containing a rubber component that contains an isoprene rubber and a conjugated diene polymer, water-soluble fine particles, a hydrocarbon resin and a liquid plasticizer, satisfying the relationship represented by formula (I): the content of the liquid plasticizer + the content of the hydrocarbon resin)/the content of the liquid plasticizer > 1.2 (I).
