The invention discloses a ship ballast water treatment device, a system and a method thereof. The device comprises a photolysis chlorine disinfection treatment chamber and an ultraviolet lamp with a wavelength of 285 nm, the photolysis chlorine disinfection treatment chamber is provided with a ballast water input port, a ballast water output port and a hypochlorous acid adding port; the ultraviolet lamp with the wavelength of 285 nm is arranged in the photolysis chlorine disinfection treatment chamber; the hypochlorous acid adding opening is used for adding hypochlorous acid into the photolysis chlorine disinfection treatment chamber; ship ballast water flows into the photolysis chlorine disinfection treatment chamber through the ballast input port, and hypochlorous acid enters the photolysis chlorine disinfection treatment chamber through the hypochlorous acid adding port and is radiated by the ultraviolet lamp with the wavelength of 285 nm in the photolysis chlorine disinfection treatment chamber to be subjected to photolysis chlorine disinfection. By applying the invention, the requirements of a ballast water treatment system on high ultraviolet irradiation dose and high oxidantconcentration can be reduced, the energy consumption and environmental risk in the prior art are reduced, and the efficiency and reliability of ballast water treatment are improved.
