The invention relates to a non-fixed shunting locomotive shunting safety protection system and method based on a vehicle-mounted terminal. The system is connected with a TDCS/CTC subsystem and an LKJdevice, and the protection system comprises a shunting center subsystem, a vehicle-mounted subsystem and a satellite positioning base station, and the shunting center subsystem is connected with the TDCS/CTC subsystem and the satellite positioning base station; the vehicle-mounted subsystem comprises a vehicle-mounted terminal, a satellite positioning antenna and a dual 4G communication antenna. The vehicle-mounted terminal is connected with the LKJ device, the satellite positioning antenna and the dual 4G communication antenna. Compared with the prior art, the method has the advantages of greatly saving the construction cost and the like.
