The invention provides a crane hydraulic control system and a crane, and relates to the technical field of engineering machinery. The crane hydraulic control system comprises a driving system and a control system. The driving system comprises a main oil passage and an oil return passage which communicate with each other. The main oil passage is used for being connected with a first oil pump. A reversing valve is arranged on the main oil passage. The main oil passage is connected with an oil inlet of the reversing valve. A working oil opening of the reversing valve is used for being connected with a motor. The oil return passage is connected with an oil return opening of the reversing valve. The control system comprises a main control oil passage and a sub-control oil passage which communicate with each other. The main control oil passage is connected and arranged between a second oil pump and a speed reducer. A first control valve is arranged on the sub-control oil passage. An oil inlet of the first control valve is connected with the main control oil passage through the sub-control oil passage. A working oil opening of the first control valve is connected with a control cavity inone end of the reversing valve and is used for driving the reversing valve to be in a first state so that the motor can drive a hoisting hook of the crane to descend. Therefore, the phenomenon that the hoisting hook cannot drop in the free hook falling mode under the low-temperature environment is avoided.
