The invention relates to a low-frequency vibration isolation device and an elevator. The low-frequency vibration isolation device comprises a mounting seat, an elastic abutting piece, a rigid abuttingpiece, a connecting plate and a fastening connecting piece, wherein the mounting seat is used for being assembled and connected with a car bottom frame; the elastic abutting piece is arranged on themounting seat; the rigid abutting piece is arranged on the elastic abutting piece; the connecting plate is arranged on the rigid abutting piece and used for being assembled and connected with an uppercar bottom; and the fastening connecting piece is used for assembling and connecting the mounting seat, the elastic abutting piece, the rigid abutting piece and the connecting plate and enabling theelastic abutting piece and the rigid abutting piece to generate pre-pressing amounts. The inherent frequency of an elevator car can be remarkably reduced, the low-frequency vibration isolation capacity of the car in the vertical direction is improved, stable operation of the elevator is guaranteed, and the purpose of improving the riding comfort of passengers is achieved. In addition, by adjustingthe locking force of the fastening connecting piece, the rigid abutting piece and the elastic abutting piece generate different pre-pressing amounts, and therefore the low-frequency vibration isolation device can be suitable for occasions with different loads.
