The invention provides a congestion identification method based on electronic police data. The method includes the steps of: traversing road segment IDs of all road segments to be analyzed in a digital road network, obtaining electronic police data of the road segment IDs, reliability results of data sources of the electronic police data including a mark 1 and a mark 0, the mark 1 representing that data are obtained, and the mark 2 representing that data are not obtained; extracting electronic police data of a road segment to be analyzed in the digital road network; judging whether the reliability result of the data source is 1, if the reliability result is 1, taking the road segment average speed in the electronic police data of the road segment as road segment speed V

    , and otherwise giving no alarm and returning to the previous step; determining whether the road segment is one of a fast road, a main road, a secondary main road and a branch road; performing conversion between speed and a congestion level according to V

    based on a road congestion level-speed threshold value mapping relation; and in response to the fact that the congestion level of a conversion result is higher than or equal to 4, a congestion alarm is given.
