The invention discloses a low-cost tyre inner liner rubber material and a preparation technology thereof. The low-cost tyre inner liner rubber material comprises, by weight, 65-90 parts of halogenated butyl rubber, 10-35 parts of chlorinated polyethylene, 50-80 parts of carbon black, 0.5-1 part of zinc oxide, 1-4 parts of magnesium oxide, 0.5-3 parts of stearic acid, 5-20 parts of aromatic hydrocarbon oil, 5-30 parts of tackifying resin, 0.5-3 parts of a vulcanizing agent, 5-10 parts of a plasticizer and 1-4 parts of a promoter. The preparation technology reduces a production cost of the inner liner rubber and guarantees rubber comprehensive properties. The low-cost tyre inner liner rubber material has a low air transmittance rate and excellent aging resistance, flexing resistance and fatigue durability.
