The invention discloses a wheel set drive device of a track locomotive. The wheel set drive device comprises an axle used for installing wheels of the track locomotive. A drive end and a non-drive end are arranged at the two ends of the axle respectively. Shaft shoulders are arranged at the drive end and the non-drive end of the axle respectively. The wheel set drive device is further provided with an axle embracing box body located between a drive end axle suspension bearing inner ring and a non-drive end axle suspension bearing inner ring. The drive end axle suspension bearing inner ring, the non-drive end axle suspension bearing inner ring, and a drive end sealing ring and a non-drive end sealing ring which are connected with the axle embracing box body through fasteners are included. A first positioning ring preventing stress of a drive end axle suspension bearing stone roller is arranged between the drive end axle suspension bearing inner ring and a gear hub. A second positioning ring used for preventing stress of a non-drive end axle suspension bearing roller is arranged between the non-driven end axle suspension bearing inner ring and a collar. The invention further discloses the track locomotive with the wheel set drive device. According to the wheel set drive device, the phenomenon of over pressing of rolling bearings is avoided, and the rolling axle suspension bearings are protected accordingly.
