The invention relates to an energy-saving twisty rudder. The rudder comprises a vertical rudder plate, wherein a rudder stock in running fit with a hull is arranged at the upper end of the rudder plate; and the rear segment of the rudder plate is in a regular shape with a semi-elliptical cross section from top to bottom. The rudder is characterized in that an upper leading edge of the rudder plate twists toward one side of a vertical symmetrical central plane of the rear segment of the rudder plate, and the angle of twist firstly gradually increases and then gradually decreases from the upper end of the rudder plate to the middle part of the rudder plate; a lower leading edge of the rudder plate twists toward the other side of the vertical symmetrical central plane of the rear segment of the rudder plate, and the angle of twist firstly gradually increases and then gradually decreases from the middle part of the rudder plate to the lower end of the rudder plate; and the angle of twist of the upper leading edge and the angle of twist of the lower leading edge are symmetric about the origin, namely the middle part of the rudder plate, so that the leading edge of the rudder plate is twisty similar to S from top to bottom. The rudder has the advantages that the acting force between the leading edge of the rudder and the water flow passing through a propeller is relatively uniform and the directions are relatively consistent, thus greatly improving the work efficiency of the propeller.
