The invention discloses a setting system and method for same-phase turn-right and pedestrian signals of an independent intersection. The system comprises an image collection module used for collecting image signals of street-crossing pedestrians in pedestrian standing areas on two sides of a pedestrian crossing and transmitting the signals to an image processing module; the image processing module used for transmitting a maximum value of the number of pedestrians waiting to cross the street to a traffic signal controller; a vehicle detector used for transmitting the number of vehicles waiting to turn right to the traffic signal controller and simultaneously collecting a newly-added number of the vehicles turning right in real time when a turn-right signal lamp is green; the traffic signal controller used for calculating a pedestrian street-crossing signal lamp green time Gp and a turn-right vehicle signal lamp green time TR and then transmitting signal control instructions to the traffic signal controller; and a signal controller used for controlling the time of the signal lamps for street-crossing pedestrians and turn-right vehicles. By adopting the setting system and method, the high-speed passing of vehicles and pedestrians at the independent intersection is realized.
