The invention relates to a safety pre-warning system based on driving blind spot detection and a vehicle. The safety pre-warning system comprises at least one first sensor or vehicle-mounted environment detection system, a controller and an actuator, wherein the first sensor is mounted on a current vehicle and used for detecting a third-party vehicle next to the current vehicle as well as detecting the position of the third-party vehicle relative to the current vehicle; the vehicle-mounted environment detecting system is mounted to the current vehicle and used for acquiring driving information; the controller is mounted to the current vehicle and is used for receiving a detection signal of the first sensor or acquiring the driving information from the vehicle-mounted environment detection system in order to evaluate the current driving conditions and then outputting a control command after that the current vehicle enters a blind spot area of the third-party vehicle is confirmed; the actuator is mounted to the current vehicle and used for pre-warning the third-party vehicle and/ or the current vehicle according to the control command of the controller. The system has the advantages of being high in practicability, high in safety, easy to mount and maintain, and low in cost.
