The invention relates to an obsolete single-base powder hygrometric state transporting device comprising a vehicle body, an outer compartment, a hopper box, a telescopic band conveyer, a water pump, a water tank, and a PLC; the PLC is respectively connected with a humidity sensor, a solenoid valve, an electric butterfly valve, the telescopic band conveyer, and the water pump, and used for controlling open/close of the solenoid valve, the electric butterfly valve, the telescopic band conveyer and the water pump. The obsolete single-base powder hygrometric state transporting device has the following benefits: 1, energy containing obsolete powder is added into field mixed explosive so as to do explosion work, thus improving explosive strength and explosion effect, reducing environment pollution, and solving the obsolete powder resource utilization problem; 2, the obsolete powder is high in energy content, the field mixed explosive is added with about 15% of the obsolete powder so as to improve explosive strength by about 20%, thus further reducing hole pattern parameters, and reducing drill blasting cost.
