The invention discloses a road vehicle intelligent early warning method and an apparatus. The method includes: acquiring basic static information of vehicles and drivers to form a basic information database; acquiring dynamic road condition information of the vehicles; selecting the static information and the dynamic road condition information, and calculating the real-time danger coefficient according to a preset algorithm; and comparing the real-time danger coefficient and a preset danger coefficient threshold, determining the current danger grade of the vehicle, and emitting corresponding prompts. According to the method, the apparatus, and the mobile terminal, the drivers can obtain calculated driving risk according to the real-time road condition with the combination of pre-stored static data and driving guides in the driving process, and accidents can be prevented.
