An impact load buffer comprises a fixed pulley, a movable pulley and a hoisting mooring rope. The movable pulley and the fixed pulley are arranged in a spaced manner. The fixed pulley and the movable pulley are connected into a whole through the hoisting mooring rope. An axle of the movable pulley is hinged to a piston rod of a hydraulic oil cylinder. An upper cavity of the hydraulic oil cylinder is communicated with a plurality of energy accumulators. A lower cavity of the hydraulic oil cylinder is communicated with an oil tank. A guiding stand column arranged between an upper beam and a lower beam is sleeved with a sliding beam. When impact loads act on the hoisting mooring rope, the sliding beam fixedly connected with the movable pulley can move up and down along the guiding stand column arranged between the upper beam and the lower beam. The sliding beam is hinged to the piston rod of the hydraulic oil cylinder and also drives the piston rod to move up and down synchronously; and then the impact loads are reduced or buffered through the energy accumulators. According to the impact load buffer, data detection, acquisition and processing can be achieved without a middle sensor, the responding speed of system reaction is greatly increased, and the control precision and the compensation effect of the system reaction are greatly improved.
