The invention relates to an observation device capable of forming a hole in a capsizing ship. The device comprises a casing, a sealing mechanism, a drilling mechanism and an observation mechanism, wherein a hole is formed in the bottom surface of the casing; the drilling mechanism is arranged in the casing; the drilling mechanism comprises a drilling hollow shaft which can cut downwards in a rotating manner; the bottom of the drilling hollow shaft is positioned in the hole in the bottom of the casing; the observation mechanism comprises an observation rod and observation communication instruments; the observation rod is arranged in the hole of the drilling hollow shaft, and can ascend, descend and rotate; the top end of the observation rod penetrates out of the casing in a sealed manner; the observation communication instruments are respectively arranged at two ends of the observation rod; when the observation device works, through the sealing mechanism, the bottom surface of the casing is fixed to the bottom of the capsizing ship in a sealed manner. Through the adoption of the observation device, a hole can be quickly formed in the capsizing ship under the situation that leakage is guaranteed not to occur, and concrete situations in the ship can be observed. The device is safe to operate and high in efficiency, and rescue time is shortened.
