The invention provides a hybrid power locomotive ground charging system which comprises a charging part under a locomotive and a charging portion on the locomotive. The charging part under the locomotive comprises a high voltage power supply, a high voltage switch circuit, a step-down transformer, a low voltage switch circuit and a connecting cable which are sequentially connected, and the high voltage power supply, the high voltage switch circuit, the step-down transformer, an output switch and a storage battery charging alternating current power supply are sequentially connected. The charging part on the locomotive comprises a rectifying circuit, a chopper circuit, a power storage battery, a storage battery management system and a DCU controller which are sequentially connected, and the output end of the DCU controller is connected to the chopper circuit. According to the hybrid power locomotive ground charging system, by means of a converter, the chopper circuit and the DCU controller which are carried by a traction converter on the locomotive and a traction converter cooling system on the locomotive, the charging requirement of a storage battery can be met. Due to the fact that the charging current is large, the charging time of one locomotive is only one hour, and the charging requirement of multiple hybrid power locomotives can be met by means of a set of equipment under the locomotive.
