The invention discloses a searching and rescuing underwater robot apparatus with binocular vision. The apparatus comprises a water surface control unit, and an underwater body, wherein the electron cabin of the underwater body is arranged in a frame, and communication connection and electric power supply between the underwater body and the water surface control unit are realized through a umbilical cable; the underwater body includes a sensor system including a left camera and a right camera which are arranged in front of the underwater body and used for acquiring underwater target video information, and an underwater master control system respectively connected with the sensor system and the water surface control unit; and the underwater master control system uploads the video information and underwater body state related sensor information to the water surface control unit, and the water surface control unit parses information data, combines manual control, and outputs a remote control instruction to the underwater master control system in order to control the underwater body to complete fine working. The apparatus can complete accurate underwater onsite working by carrying out three dimensional reconstruction on a spatial object through the left camera and the right camera, and improves the working precision and efficiency.
