The invention relates to an underwater suspended dynamic back-jointing tool and a back-jointing method of a mooring anchor leg. The back-jointing tool comprises a guide device, and the guide device comprises a cone-shaped body, a sleeve arranged at the large end of the cone-shaped body and an insertion needle arranged at the small end of the cone-shaped body. The cross section shape of the sleeve is the same as that of a pin shaft of a shackle at the end of an anchor chain, and the cross section shape of the insertion needle is smaller than that of the sleeve. A thread used for being connected with the tail end of the pin shaft in a screwed mode is arranged in the sleeve, after the sleeve is connected with the pin shaft, the shackle of the anchor chain is drawn close to a connecting piece of an upper anchor cable, the thinner insertion needle penetrates into a first connection hole of the first connecting piece at the end of the upper anchor cable and a second connection hole of the shackle in the first place, and then the pin shaft is guided to be inserted into the first connection hole and the second connection hole, so that the anchor chain is connected with the upper anchor cable. By the adoption of the guide device of the back-jointing tool, the difficulty that the pin shaft directly penetrates into the first connection hole and the second connection hole is lowered, and the working efficiency is improved.
