Disclosed is a cutter for getting rid of entanglements in underwater operation. A cutter body comprises a rod which is sleeved with a cylindrical hammer. A stopping ring is arranged at one end of the rod, and a connection device is arranged at the other end of the rod. The connection device is fixedly connected with a cutting device which is a knife or chisel. A T-shaped handle is arranged on the connection device. An annular element is further arranged on the stopping ring. By means of the cutter, organic combination and maximum energy efficiency of the chisel, the knife and the hammer can be performed to the largest extent in turbid water, and the greatest help can be provided for the complex entanglements; underwater gelling entanglements, ropes and steel wires can be cut off effectively; workers need not carry various tools such as the knife, the chisel and the hammer underwater.
