The present invention updates current/voltage correlation characteristics corresponding to a deterioration state of a storage battery each time when a current/voltage data set obtained when a starter is driven is newly stored in association with the deterioration state of the storage battery, and at the time of determining whether the starter can be driven or not, a start-up current corresponding to a present voltage just before start-up is calculated on the basis of the current/voltage correlation characteristics corresponding to the present deterioration state of the storage battery, thereby accurately estimating the start-up current, and calculating an accurate start-up lowest voltage without being affected by changes of the storage battery state and the start-up state.
