The invention discloses a car networking management device and method. The device is applied to a first car or a second car. When the device is applied to the first car, the device comprises a first receiver and a first transmitter, wherein the first receiver is used for receiving a road condition request signal of the second car for requesting road condition data of the first car, and the first transmitter is connected with the first receiver and used for sending road condition data corresponding to real-time road condition information obtained by a driving recording device of the first car to the second car so that a user of the second car can judge whether overtaking is suitable or nor through the road condition data. When the device is applied to the second car, the device comprises a second transmitter and a second receiver, wherein the second transmitter is used for sending a road condition request signal to the first car requesting road condition data of the second car, the second receiver is used for receiving the road condition data returned when the first car responds to the road condition request signal, and the road condition data are obtained according to real-time road condition information obtained by the driving recording device of the first car so that a user of the second car can judge whether overtaking is suitable or not through the road condition data.
