The invention discloses a lift force test device and a lift force test method for an elevator speed governor. The device comprises an elevator speed governor rope wheel, a tension wheel, a first rope, a second rope, a first tension sensor, a second tension sensor, a traction mechanism and a control mechanism, wherein the elevator speed governor rope wheel and the tension wheel are respectively mounted on a bearing pedestal through bearings; the elevator speed governor rope wheel and the tension wheel are connected through a first rope closed ring; the second rope is connected with the first rope in a transmission manner; the first tension sensor is connected in series to the first rope; the first tension sensor is used for obtaining tension force of the first rope; the second tension sensor is connected in series to the second tension sensor; the traction mechanism is connected with the second rope in a transmission manner; the control mechanism is electrically connected with the first tension sensor, the second tension sensor and the traction mechanism. The lift force test device can fully simulate an actual use working condition of the elevator speed governor and meet the demands for data acquisition and analysis verification of static and dynamic lift force values of the speed governor in a development design process of the elevator speed governor.
