Said startup control device is equipped with: a crank angle sensor (31) that is provided on the output shaft and outputs a signal in accordance with rotation of said output shaft; a resolver (32) that is provided on the rotary shaft and detects a rotor angle, that is, an angular position of said rotary shaft; and a control means (21, 22) that, when starting up the internal combustion engine by rotating the output shaft using the motor, executes startup control pertaining to the internal combustion engine on the basis of a temporary crank angle until a crank angle, that is, an angular position of the output shaft, is determined after the internal combustion engine is started up, said temporary crank angle being an estimated value that is calculated by adding a value corresponding to the output signal to a stop angle, that is, an angle based on a rotor angle that was detected when the internal combustion engine was stopped last time.
