The invention provides a blocked road confirmation method and a system. The method comprises steps: road condition data of a road element are acquired; whether the difference value between an average historical peak traffic flow and a day peak traffic flow is larger than or equal to a peak traffic flow threshold is judged; if yes, one is added to blocked initial suspected degree for the road element in an accumulating mode, and a blocked suspected degree is obtained; whether the blocked suspected degree for the road element is larger than or equal to a suspected degree threshold is judged, and if yes, the road element is confirmed as a blocked road element; and the road condition information that the road element is the blocked road element is updated to an electronic map. Road condition judgment accuracy is improved while the road conditions of the electronic map can be ensured to be timely updated.
