The invention relates to an urban regional road network operation index assessment method based on a floating car technology. On the basis of the floating car technology, a regional road network operation index RNCR can be assessed by calculating a vehicle kilometers traveled proportion VKT. The method comprises the following steps: calculating a road single vehicle sample speed through floating car GPS data; extracting the average travel speed of one separate road; determining the traffic jam state of one separate road; calculating the jam mileage proportion of the roads of all levels; calculating vehicle kilometers traveled VKT; calculating a regional road network operation index RNCR; and assessing the traffic running state of a regional road network.
