The invention provides a vertical horizontally-moving safety brake device and relates to brake devices. Motors are adopted in most up-down horizontally-moving devices for driving nut lead screws to move up and down, the manner has the defects that operation steps are complex, not beneficial to manual operation and poor in manual operation flexibility, and meanwhile electromagnetic brakes are adopted for braking, so that the safety performance of the devices is poor. An outer end port is machined in the upper end face of a connecting seat. A sliding block assembly is fixedly connected to the outer wall of the connecting seat. The connecting seat is in sliding fit with two sliding rails through the sliding block assembly. A gear case assembly is arranged in the connecting seat and matched with a screw rack. Connecting ropes are arranged corresponding to pulley blocks one to one. One end of each connecting rope is detachably connected to a balancing weight and the other end of each connecting rope passes across the corresponding pulley block so as to be detachably connected to the upper end face of the connecting seat. The vertical horizontally-moving safety brake device is used for safety brake work in surgical operations.
