The invention discloses a high-voltage electrifying and discharging control system and a high-voltage electrifying and discharging control method of a battery electric vehicle. The system comprises a first battery pack, a first main negative relay, a second battery pack, a second main negative relay, a motor control unit MCU, a pre-charging resistor, a pre-charging relay, a whole vehicle and battery control unit EVCU, a main positive relay, a key switch and the like. The method comprises a high-voltage electrifying control method and a high-voltage discharging control method. With the adoption of the high-voltage electrifying and discharging control system and the high-voltage electrifying and discharging control method, high-voltage electrifying and discharging processes of the battery electric vehicle which is powered by two groups of parallel high-voltage batteries can be effectively finished, potential safety hazards existing in the electrifying and discharging processes are avoided, and damages to a power battery, caused by uncoordinated control, are avoided.
