The invention discloses a clutch control system and a vehicle. The clutch control system comprises a clutch master pump (2), a clutch pedal (3), an oil storage tank (1) positioned on a braking master pump (5), and a flexible shaft (4), wherein the clutch master pump (2) and the clutch pedal (3) are arranged apart and connected through the flexible shaft (4); an oil inlet (21) of the clutch master pump (2) communicates with an oil outlet (11) of the oil storage tank (1) and is positioned below the oil outlet (11). According to the clutch control system disclosed by the invention, the clutch master pump (2) and the clutch pedal (3) are artfully arranged apart and connected through the flexible shaft (4), so that the clutch master pump (2) can conveniently absorb oil in the oil storage tank (1); the clutch control system is high in practicability, and is particularly suitable for vehicles which are small in engine compartments or compact in engine-compartment mounting space.
