A semiconductor element (111) operates to generate heat in order to convert electric power. A plurality of heat-radiating fins (130), which form flow channels in a first axis direction by being aligned at intervals, receive heat from the semiconductor element (111) and radiate the heat into the air flowing through the flow channels. First protective fins (135) have end surfaces that face each other and have the same length in the direction of alignment as the end surfaces of at least some of the heat-radiating fins (130) on the first axis positive direction side, and the first protective fins extend from these end surfaces in the first axis positive direction. Second protective fins (140) have end surfaces that face each other and have the same length in the direction of alignment as the end surfaces of at least some of the heat-radiating fins (130) on the first axis negative direction side, and the second protective fins extend from these end surfaces in the first axis negative direction.
