An energy-saving marine oil pollutant removing device comprises a floating oil adsorbing device, a floating device, a heat pump device and a controller. The floating oil adsorbing device comprises a conveying belt and an oil adsorbing bag. The oil adsorbing bag is installed on the conveying belt. The heat pump device comprises a refrigerating box and an oil dissolving box. The heat pump device and the controller are installed on a ship. The floating oil adsorbing device is installed on the floating device connected with the ship. The conveying belt penetrates through the refrigerating box and the oil dissolving box. The controller is connected with the floating oil adsorbing device and the heat pump device through a control line. When the energy-saving marine oil pollutant removing device is in use, the heat pump device is used for cooling the oil absorbing bag to solidify and adsorb floating oil pollutants on the sea or river and also used for collecting and dissolving the floating oil pollutants; the heat pump device processes the oil pollutants through refrigerating and heating, and oil adsorbing fiber materials are not needed; and an energy-saving environment-friendly oil pollutant removing process is achieved, and the consumption of oil adsorbing materials is avoided.
