The invention relates to a buoy stabilizing device and a using method thereof. The buoy stabilizing device comprises a plurality of bridle chains, a stabilizing balance weight and an anchor chain. The upper ends and the lower ends of the bridle chains are connected to the bottom of a buoy and the top end of the stabilizing balance weight respectively. The bottom end of the stabilizing balance weight is connected with a sinking block through the anchor chain. When the buoy is impacted by wind waves to tilt towards one side, the bridle chains on the other side can apply drag torque to the buoy so that the buoy can be prevented from tilting; lifting lugs of the buoy and the bridle chains are in a relatively static state, the mutual friction movement is eliminated, the phenomenon that the buoy is scrapped in short time is avoided, and therefore the service life of the lifting lugs of the buoy and the service life of the bridle chains are prolonged.
