The present invention relates to a vehicle control device and a fail-safe method. The control device includes a circuit that monitors the operation of an operating and processing device (11a) of a main control device (11), and a circuit that monitors a power supply voltage (Vcc) of the operating and processing device (11a). If the power supply voltage (Vcc) becomes abnormally high when the operating and processing device (11a) is operating normally, the control device partially stops a control function of a plurality of sub-control devices (12,13,14,15 ......) that are operated on the basis of a control command from the main control device (11). In this way, when the operating and processing device (11a) is normally operating even though the power supply voltage (Vcc) of the operating and processing device (11a) is abnormally high, the control function can be allowed to continue as long as possible.
