The invention discloses a ship distress self-rescue or rescuing device and method. The ship distress self-rescue or rescuing device comprises a ship body movable supporting and wrapping layer, a guiding cable, a first taking-up and paying-off device and a second taking-up and paying-off device, wherein the first taking-up and paying-off device and the second taking-up and paying-off device are fixed to two sides of a ship body deck. Concretely, the impact-resistant capacity of a ship body can be improved; real-time plugging can be performed or real-time plugging in batches can be performed, and therefore sea water is stopped from invading or crude oil is stopped from leaking. In necessity, powerful balanced buoyancy support can be rapidly provided, and self-rescue or rescuing is effectively performed on the ship in damage or distress.
