The invention discloses a traffic signal lamp signal change prompting method and a movement device. The method comprises the steps that S1. the server of a traffic control center is accessed via a wireless communication network, and the state information base of traffic signal lamps is downloaded in real time from the server and updated; S2. current position information, movement direction and movement speed of users are acquired; S3. and state change of the traffic signal lamps is checked and calculated and dynamically displayed via real-time comparison of the state information base of the traffic signal lamps according to the current position information, movement direction and movement speed and prompting information is outputted. Drivers with eye fatigue due to long time of driving and poor eyesight can be auxiliary prompted through the method, and the state information of the traffic signal lamps can also be rapidly and conveniently acquired when there are obstacles in front of the users particularly.
