The invention discloses a road traffic congestion control method and control system. The system comprises a road traffic monitoring system (100) and a road traffic congestion control center (200) which is connected with the road traffic monitoring system (100) in a wired or wireless mode. The road traffic monitoring system (100) is used for acquiring road traffic monitoring video information of various places and inputting the road traffic monitoring video information to the road traffic congestion control center (200). The road traffic congestion control center (200) is used for spotting a geographic coverage range of a congestion area and a congestion warning area caused by a sudden accident on an electronic traffic map with the accident site O acting as the center when one traffic sudden accident of the certain accident site O is monitored in the road traffic monitoring video information. The road traffic congestion control center (200) is also used for tracking and positioning all the registered target vehicles close to the congestion area and performing corresponding operation according to the tracking and positioning results.
