The invention provides a new concept vertical take-off and landing aircraft. The aircraft comprises a fuselage, wings, flaps, ailerons, horizontal stabilizers, elevators, a vertical stabilizer, a rudder, an undercarriage and engines, wherein an upper wing is connected with the upper part of the fuselage and a lower wing is connected with the lower part of the fuselage; the root of the upper wing is vertically connected with the root of the lower wing; the tail end of the lower wing is smoothly connected with the tail end of the upper wing obliquely upward and a fixed wing is connected at the joint; window shades are arranged on the wings; in the upper and lower wings, driving belts are wound around driving fluted discs and guide wheels; the driving fluted discs and the driving belts carry out driving in a matching manner; a plurality of air foils are uniformly hinged on the driving belts; orbits are arranged inside the driving belts; one ends of support plates are hinged with the air foils and the lower ends are connected to the orbits by rollers; the air foils incline toward the movement direction; axles of the driving fluted discs are connected with clutch speed change gears; the clutch speed change gears are connected with the engines by driving mechanisms.
