The invention relates to an earthquake-resistant, wind-resistant and flood-preventing mobile building water foundation, in particular an earthquake-resistant, wind-resistant and flood-preventing mobile building water foundation which is arranged by using soft and hard characteristics of the water so that a building constructed on the building water foundation can be earthquake-resistant, wind-resistant and flood-preventing and can also move. The earthquake-resistant, wind-resistant and flood-preventing mobile building water foundation comprises a building foundation framework, a floating body and a water foundation pit. A building is constructed on the building foundation framework. The floating body is connected with the bottom of the building foundation framework. The floating body connected with the building foundation framework floats in a water body in the water foundation pit so that the building constructed on the building foundation framework can be earthquake-resistant, wind-resistant and flood-preventing and can also move by using the soft and hard characteristics of the water.
