The invention relates to an energy absorbing cylinder bracket and a collision energy absorbing device as well as a vehicle to provide the collision energy absorbing device capable of enlarging a height protecting range of the collision energy absorbing device and enhancing the strength of a mounting structure of the collision energy absorbing device. The collision energy absorbing device comprises an energy absorbing cylinder bracket, a mounting plate and an energy absorbing cylinder, wherein the energy absorbing cylinder bracket comprises vertical beams and an oblique beam; the vertical beams are arranged on the upper surface and the lower surface of the front end of a frame in a length direction of a cross beam of the frame at intervals in parallel; the oblique beam is used for enhancing the strength of the bracket; and the two ends of the oblique beam are correspondingly and fixedly connected with the vertical beams and the frame; the vertical beams form a triangular structure together with the oblique beam and the frame so that the bracket enjoys high strength. The collision energy absorbing device is fixed on the energy absorbing cylinder bracket through the mounting plate and fixed supporting of the mounting plate on the front end surface of the cross beam of the frame in the prior art is replaced; therefore, the height protecting range of the energy absorbing cylinder bracket is not limited to the height of the frame, a stress structure of the energy absorbing cylinder bracket is reasonable and the supporting strength of the energy absorbing cylinder bracket is high.
