A vehicle frame with a low floor and a high floor comprises the low floor and the high floor, wherein the high floor comprises high floor area edge beams and a high floor area end beam, and the low floor comprises low floor area edge beams and a low floor area end beam; first transitional plates are arranged between the high floor area edge beams and the low floor area edge beams at the same sides; a bracket hinging device mounting seat is arranged at one end of the low floor; the bracket hinging device mounting seat comprises an upper cover plate, a lower cover plate and a supporting plate; first internal rib plates and second internal rib plates are arranged between the upper cover plate and the lower cover plate; and a hinging mounting seat is arranged on the supporting plate. The high floor and the low floor are firmly connected with each other through the first transitional plates and supporting beams. The bracket hinging device mounting seat is a hollow structure and thus is light in weight; the first internal rib plates and the second internal rib plates are arranged in a stress concentrated position of the bracket hinging device mounting seat so that stress concentration can be effectively avoided through the first internal rib plates and the second internal rib plates, and therefore, the structure strength is improved and the performance is made reliable.
