A high-mobility flight surveillance camera comprises an air bag, a control cabinet, a flight execution system, a sensing system, an energy system and a photographic device. The air bag is fully filled with low-density gas, the control cabinet is located on the lower portion of the air bag, controls the flight execution system, the energy system and the photographic device and transmits information and transmits and receives commands with equipment in the same functional layer or the upper layer through a wireless data transmission system, the flight execution system comprises a propeller distributed at the tail of the air bag, a tail vane located on the upper rear portion of the air bag and a height controller and an attitude controller at the bottom of the air bag, the sensing system comprises an illuminance sensor, an infrared sensor, a temperature and humidity sensor and human body proximity sensors, the energy system comprises an energy storage battery and a charging interface in the control cabinet, and the photographic device comprises a camera arranged on the surface of the air bag, an image processing circuit and an image transmission circuit.
