The invention discloses a traffic jam message advance notice method. The method comprises the following steps: at least one vehicle mobile terminal receives an accident signal of a vehicle; the vehicle mobile terminal determines the location information of the vehicle when an accident happens according to the received accident signal; the vehicle mobile terminal transmits an accident message generated according to the accident signal and the location information of the vehicle when the accident happens to a server connected with the vehicle mobile terminal through a network; the server integrates the received accident message and location information into a traffic jam information advance notice message; the sever sends the traffic jam information advance notice message to other vehicle mobile terminals connected with the server through the network. Correspondingly, the invention further provides a traffic jam message advance notice system.
