The invention discloses an ocean buoy realizing communication through a Beidou satellite navigation system and a using method of the ocean buoy. The ocean buoy comprises a single chip microcomputer, a Beidou module, a positioning module, a temperature sensor, a first voltage stabilizing circuit module, a second voltage stabilizing circuit module, a Beidou power source controller, a power supply module, a reserved serial port and a clock, a Beidou antenna is arranged on the Beidou module, the positioning module comprises a GPS (global positioning system) sensor and a GPS antenna, and the power supply module is a lithium thionyl chloride battery. A short message communication function and the characteristic of bidirectional communication of the Beidou satellite navigation system are fully utilized, and a function of time point separation of data collecting and sending and a function of data re-sending are realized by combining a floating buoy data storage module so as to lower power consumption of the buoy and increase data receiving success rate. Data of different buoys can be received and sent in an interleaved manner through a same ground-based antenna, so that cost is lowered, and long-time, wide-range and high-accuracy ocean observation needs are met.
