Provided are a charge rate estimation device and charge rate estimation method for estimating with good precision the charge rate of a cell that has considerable polarization, that requires a long time to depolarize, and that has considerable charging and discharging hysteresis in SOC-OCV characteristics. The charge rate estimation device comprises: a voltage measurement unit for measuring the closed circuit voltage of a cell; a charge estimation unit for referencing charge mode information in which the charge rate and the closed circuit voltage of a cell when a charger is charging at a constant electric current using the measured closed circuit voltage are correlated, and estimating the charge rate in charge mode; and a discharge estimation unit for referencing discharge mode information in which the charge rate and the closed circuit voltage generated using a discharge pattern of the a cell obtained by actuating a vehicle using a determined actuation pattern using the measured closed circuit voltage are correlated, and estimating the charge rate in discharge mode.
