The invention discloses a cab damping suspension and a vehicle. The cab damping suspension comprises a support, an upper rubber pad arranged on the top of the support, and a lower rubber pad assembly arranged at the bottom of the support. The lower rubber pad assembly comprises a sleeve, a rubber sleeve and a fixed column. The rubber sleeve is internally sleeved in the sleeve; the fixed column is internally sleeved in the rubber sleeve; two ends of the fixed column are fixedly connected with the support; the fixed column is arranged above the axial centre line in the rubber sleeve; cavities are formed in the parts, above and below the fixed column, of the rubber sleeve. According to the cab damping suspension, the sleeve is connected with a bracket assembly of a frame, the fixed column is arranged above the axial centre line in the rubber sleeve, and the cavities are formed above and below the fixed column, so that the fixed column has a considerable deformation space for damping, and the damping effect is more significant.
