The invention relates to a drowning vehicle rescuer having a waveform elastic pipe, which comprises a help seeking device and a self-rescue device. The self-rescue device in the drowning vehicle elastic pipe rescuer consists of an air pipe, a breathing mask, a waveform elastic pipe, an elastic stopping device, an iron cable and a compressed airbag, wherein an ejection end of the waveform elastic pipe is attached with the compressed airbag and a waterproof small box provided with a GPS module. The help seeking device consists of a GPS module and a GSM module. After a vehicle falls into water, a driver triggers a rescuer switch, the waveform elastic pipe is ejected out from the vehicle, the compressed airbag is released, and the ejection end of the waveform elastic pipe is vertical above the water surface under the buoyancy effect of the airbag. The help seeking device quickly obtains a present coordinate and sends a help seeking message; and meanwhile, air is continuously leaded into the breathing mask by the air pipe through the waveform elastic pipe, and trapped persons can use the breathing mask to obtain the air above the water surface so as to sustain life for waiting the rescue. The rescuer can be operated underwater, is low in cost, is liable to be promoted, and can effectively solve the drowning vehicle rescue problem.
