The invention discloses a traffic state determining method. The method comprises the following steps: dividing a traffic flow lane area in each direction in a shot visual field image, and calibrating the actual lane length of the traffic flow lane area in each direction; obtaining the vehicle number of the traffic flow lane area in each direction at each set time point of each set detection period, and performing average calculation on the vehicle number of the traffic flow lane area in each direction in each set detection period to obtain an instantaneous average vehicle number of the traffic flow lane area in each direction in each set detection period; establishing a traffic flow density calculation model; calculating the traffic flow density of traffic flow in each direction in each detection period; and according to the traffic flow density, generating a corresponding subsequent control scheme for the traffic flow in each direction. The invention also discloses a traffic state determining apparatus. According to the method and apparatus provided by the invention, the accuracy of the calculated traffic flow density is high, the real traffic flow density condition can be reflected, the road traffic state can be quite accurately reflected, and a determining basis is provided for signal control and traffic guidance of traffic management personnel.
